CARGO CHARGES

General Terms

Section 1
Cargo charges are levied on goods transported by sea via the Port of Hanko as specified in the tables below.

Section 2
Unless otherwise agreed, the charges shall be paid by the Finnish holder of the cargo, the agent of the vessel, the shipping company or the party responsible for the goods transported. Those liable for payment shall provide the Port with the information required for determining the amount payable.

Section 3
Unless otherwise specified in this Schedule of Charges, cargo charges are based on gross tonnage.

Section 4
The following goods are exempt from charges:
a. confiscated goods;
b. passengers' luggage and removal goods, diplomatic goods;
c. goods that are unloaded from a vessel being repaired at a port of refuge and that will be reloaded into the same vessel no later than within one year from the date of unloading;
d. food, drink and other supplies intended for use on board;
e. containers, pallets and other articles of transport equipment that themselves are not merchandise but are intended to facilitate the carriage of goods.

Penalty interest for amounts overdue is calculated as specified in Section 3 (2) of the Interest Act.

All port charges based on the Act on municipal port ordinances and transport charges.

All charges specified in this Schedule of Charges are exclusive of value added tax (VAT). VAT is added to the charges according to the valid VAT rate whenever the charge is subject to VAT according to law and/or decisions by public authorities. In case the liability to pay VAT arises upon recourse because of changes in interpretation, users of the services of the Port of Hanko should act as specified in Section 180 of the Value Added Tax Act.

VESSEL CHARGES

Section 1
GENERAL TERMS

All merchant vessels calling at the Port of Hanko shall pay vessel charges as specified in this Schedule of Charges.

1. Where the vessel charge is based on the vessels' net tonnage, the charge shall be levied on the basis of the full net tonnage specified in the vessel’s Tonnage Certificate.

2. In case a vessel’s net tonnage is changed while in the port, the highest net tonnage shall apply.

3. The captain or agent of the vessel shall submit the data required for the determination of the amount payable to the port authorities.

4. The payment of the vessel charge entitles to 14 days’ uninterrupted stay in the port area.

5. For special reasons, discounts on the charges can be granted or a vessel can be exempted from charges.

6. Vessels using the Port of Hanko as their base (trawlers, tugboats, water buses, Finnish passenger vessels etc.) shall be charged a separate quay rent.

7. Vessel waste management shall be charged for separately in accordance with under a separate Waste Management Tariff.

Section 2
CARGO VESSELS

Charge for all cargo vessels €0.347 per net tonne
Minimum charge €195.00

Charge for cargo pontoons with cargo on deck only is 50% of the rate above.

Section 3
PASSENGER VESSELS

1. Charges for passenger vessels and combined passenger and cargo vessels calling at the port for the purpose of embarking/disembarking passengers are as specified for cargo vessels.

2. Passenger vessels that, over minimum period of three months, operate a regular service to a published schedule and mainly carry passengers are eligible for a 40% discount on the regular charge. A further condition for the discount is that the sulphur content of the vessel's fuel oil must not exceed one per cent by weight while in Finnish territorial waters. If the sulphur content of the fuel oil used by the vessel is higher than one per cent by weight, the discount rate is 20%.

The minimum charge is €117.73.

3. Passenger vessels operating on a regular service but calling at the port without embarking or disembarking passengers are eligible for a 50% discount on the regular charge. The rate of discount for vessels remaining in the roadstead is 75%.

The minimum charge, however, is €159.78.

Section 4
PASSENGER CHARGE

A passenger charge of €1.69 is payable for each arriving and departing passenger by passenger vessels in international traffic.

If the vessel remains in the port and is used for temporary accommodation, the charge payable for each passenger is €1.69 per each day or part thereof.

The passenger terminal is open as specified in the confirmed schedules. Any work carried out outside these hours will be considered overtime subject to a separate charge.

The following passengers are exempt from charges:
1. Children under the age of 12
2. Lorry, truck and coach drivers
3. Persons on board by order of public authorities to check or monitor the functioning of the equipment and machinery of the vessel
4. The crew or other persons whose stay on board is connected with performing their duties.

The Port of Hanko may make exceptions to these passenger charges for weighty economic reasons.

Section 5
TUGBOATS

Tugboats calling occasionally at the port area are charged for per maximum length as follows:

Length under 15 m: €48.10
Length 15 to 30 m: €92.15
Length over 30 m: €116.80

Tug-barge combinations referred to in Section 29 (2) of the Government Decree on Pilotage are charged for on the basis of the combination’s total net tonnage.

Section 6
VESSELS UNDER CONSTRUCTION OR REPAIR IN THE DOCK

Vessels not liable to pay cargo charges are required to pay vessel charges as specified in Section 2 above. Only one vessel charge is levied per docking, regardless of the period of stay.

Section 7
CALLS FOR MAINTENANCE

Vessels calling at the port for maintenance or crew changes but not loading or unloading cargo and/or embarking/disembarking passengers are eligible for a 50% discount on the rates specified in Section 2 above.

The minimum charge, however, is €125.40.

Section 8
DISMANTLED VESSELS

Charges for dismantled vessels and vessels used for storage shall be agreed separately between the shipping company and the Port of Hanko.

WASTE MANAGEMENT CHARGE

Domestic waste (garbage)

Ship-generated domestic waste must be sorted as instructed. Designated containers for each type of waste can be found on the quays. The domestic waste management charge is not levied from vessels that have entered into a waste management contract under which they see to their own waste management. If a vessel violates the agreement and leaves domestic waste at the port, the vessel/shipping company shall be charged double the amount payable for unsorted waste. The charge is based on the net tonnage of the vessel. The amount payable is calculated by multiplying the unit rate by net tonnage of the vessel.

The waste management charge for cargo vessels is the unit rate multiplied by the net tonnage of the vessel:
Unit rate for sorted waste: €0.06
Minimum charge: €53.55 per vessel
Maximum charge: €122.55 per vessel

The charge for vessels leaving unsorted waste is the unit rate multiplied by the net tonnage of the vessel:
Unit rate for unsorted waste: €0.09
Minimum charge: €115.90 per vessel
Maximum charge: €312.00 per vessel

Reception charges for ship-generated oily residues

Vessels calling at a Finnish port must send an advance notification of ship-generated oily residues to the port in accordance with the form authorised by the Finnish Maritime Administration. The notification must be submitted no later than within 24 hours before arrival or, if the voyage takes less than 24 hours, on departure from the previous port. All vessels calling at the port must pay the charge regardless of whether they deliver any oily residues at the port. However, vessels granted an exemption by the Finnish Maritime Administration from the mandatory delivery of ship-generated waste will not be charged for the reception oily residues.

In case a vessel that has been granted an exemption from the mandatory delivery of ship-generated waste wishes to deliver oily residues at the port, the waste management charge shall be payable at a rate corresponding to the real costs plus an additional 20% general rate. If a vessel failed to submit the advance notification and still wishes to deliver oily residues, the waste management charge shall be the real costs plus an additional 20% general rate. If the amount of oily residues exceeds the amount stated in the advance notification, the additional costs charged shall be the real costs plus an additional 20% general rate.

If due to reasons attributable to the vessel, the average pumping speed of the oily residues is slower than 2 tonnes per hour, the charge for the additional pumping time shall be the real costs plus an additional 20% general rate. If the pumping of oily residues is delayed due to reasons attributable to the vessel, the port shall not be liable for any additional costs arising from such delay.

If a delay attributable to the vessel results in the vessel having to be moved to another quay for further pumping, the vessel/shipping company shall cover any costs arising from such move.

The reception charge for cargo vessels for oily residues is €0.20 per net tonnage.
The maximum charge is €880.00.

Cargo residues and hazardous waste

The charge for reception and handling cargo residues and hazardous waste is the real costs plus an additional 20% general rate.

*) The annual rent also covers storage of fishing equipment on an area of approx. 25 m2 designated by the Harbour Master in the Trawler Harbour.

Land storage of boats in the Trawler Harbour is forbidden.

OTHER VESSELS

Vessels using the Port of Hanko as their base referred to in Section 7 of the General Terms of Vessel Charges, including tugboats, water buses, passenger vessels in domestic traffic, Hanko-based pleasure craft temporarily using the port, are charged €7.16/m/month. Minimum monthly rent €42.13.
Dismantled vessels, houseboats, repair vessels and other similar vessels €7.60/m/month.
Minimum monthly rent €124.12.
All rents are excluding VAT.

Rent for visiting pleasure craft in the Western Harbour per day or part thereof:
Length under 20 m: €25.00 incl. VAT.
Length over 20 m €35.00 incl. VAT.

SHORT-TERM WAREHOUSE HIRE

1.
Short-term warehouses must have an appropriate licence issued by the National Board of Customs. They accept dutiable goods and maintain stock records on them, hand the goods over to the client or its representative against customs clearance documents and act as collection points for export goods.

2.
Terminal fee for imports
€3.99 per 100 kg
Minimum fee: €16.90 per shipment

The import terminal fee includes the unloading of import goods and handover either on the loading platform or loaded into a vehicle. Where there is no loading platform, the handover will take place after the goods have been loaded into a vehicle.

3.
Terminal fee for exports
€3.99 per 100 kg
Minimum fee €16.90per shipment

The export terminal fee includes receipt of export goods from the vehicle bringing in the shipment and loading the goods into the export vehicle.

4.
Convoy fee

Convoy services in connection with direct departures are charged at €10.41 per tonne.

If there is a convoy fee, there will be no registration or counting fee.

5.
Counting fee

If the cargo can be counted at the terminal without loading/unloading it, the counting fee is as follows:

€0.62 per 100 kg but not exceeding €6.08 per container

Maximum €55.61 per shipment

If there is a counting fee, there will be no booking or convoy fee.

6.
Booking fee

Import goods arriving in rail carriages, road vehicles, containers or swap bodies and transferred to an outside terminal or, on the basis of an unloading declaration, unloaded into the importer’s warehouse are subject to a charge for handovers, reports and other clearance work at
€20.40 per customs declaration

If there is a booking fee, there will be no convoy fee or counting fee.

7.
Storage charges

In terminals
1 - 3 days: free of charge
4 - 7 days: €0.23/100 kg/day
8 -15 days: €0.44/100 kg/day
More than 15 days: €0.71/100 kg/day

Outdoors
1 - 3 days: free of charge
More than 3 days: €0.15/100 kg/day

Minimum charge €14.94/shipment.

The arrival day, Saturdays, Sundays and public holidays are not taken into account when calculating free storage time.

Storage time is calculated from the day following the arrival day until the day the cargo leaves the area.

Amount of rent:
The charge based on above storage times x storage time x weight of goods.

Hazardous goods
If the goods must be placed in special storage due to their hazardous nature (incl. flammables and poisons), the charge for storage is triple the standard charge, with free storage time not included, whereby the charge for 1 to 3 days equals the charge for 4 to 7 days. There will be a separate charge for the transfer of hazardous goods to special storage.

Minimum charge €17.20/shipment.

8.
The term regarding volume, i.e. 1 m3 = 333 kg, shall apply to terminal charges 3, 5, 6, 7 and 8. (Charges are based on volume when 1 m3 of the goods weighs less than 333 kg.)
